Eligibility for the EMPP

In order to be eligible for the Economic Mobility Pathways Pilot (“EMPP”), you must be a refugee or displaced person outside your home country (please see this link to the Government of Canada’s website for more information). 

You must prove your eligibility by providing any of the following documents: 

  • A positive Refugee Status Determination (RSD) from the UN Refugee Agency or a refugee-hosting state

  • Proof of being registered or recorded as a person of concern by the UN Refugee Agency

  • A refugee certificate from the United Nations Relief and Works Agency for Palestine in the Near East (UNRWA)

  • Proof of being registered or recorded as a person of concern with UNRWA

  • Proof of having a temporary protected status (if you have a temporary protected status, an officer will need to assess your case and decide if you don’t have a durable solution)

If you do not have any of the above documents, you may contact TBB to obtain a trusted partner referral letter. 

If you have one of the above listed eligible documents, a trusted partner referral letter is not required.

How to obtain a trusted partner referral letter

As a trusted partner of Immigration, Refugees and Citizenship Canada (IRCC) under the EMPP, Talent Beyond Boundaries may issue a referral letter to support an EMPP applicant who does not have one of the above documents.

Currently, TBB is able to provide trusted partner referral letters to candidates who: 

  • Are registered on the Talent Catalog (please quote your TBB ID number when contacting our team)

  • Meet at least one of the following criteria: 

    1. You have secured an eligible job in Canada

    2. TBB has submitted you for an interview with an employer

    3. You have engaged TBB’s preferred immigration partner, Fragomen, or another immigration services provider that has signed an agreement with TBB, to provide representation through the EMPP immigration process.

  • Have been assessed by TBB to meet the eligibility criteria for the EMPP.

If you meet the above criteria, you may request a trusted partner referral letter by contacting info@talentbeyondboundaries.org and quoting your TBB Id number. We will respond to requests on a first come, first serve basis. Please note TBB receives a high volume of emails and we will respond to your request as soon as we are able.

EMPP No Job Offer Stream (NJOS)

What is it?

The Economic Mobility Pathways Pilot (EMPP) "No Job Offer Stream" (NJOS) is an opportunity for highly skilled refugees and displaced individuals to obtain permanent residence in Canada. It is based on the same principles as Canada’s flagship immigration program, the Federal Skilled Worker program. As such, it does not require applicants to have a job offer from a Canadian employer. Instead, here are the eligibility requirements for the NJOS.

Even if you are ineligible for this specific immigration pathway, please be aware that you may still be eligible for other pathways to Canada and other TBB destination countries.   • It is important to understand that submitting an EMPP application does not guarantee being approved for permanent residence in Canada. Also, the NJOS does not include a job offer component—successful applicants will be responsible for securing job opportunities for themselves, with support from one of TBB’s Canada-based settlement and integration partners. 

  • Please ensure you have or will soon have the sufficient amount to meet the minimum settlement funds for your family. The minimum amount you need to immigrate to Canada as of May 28, 2024 can be found here
